TAIPEI (Taiwan News) – In the latest version of government policies to boost employment rate, the Executive Yuan announced to appropriate NT$330 billion budget this year to create 330,000 job opportunities in four categories: public sector employment, wage subsidy, vocational training, and job seeking assistance.

In the meeting on Feb. 1, the Cabinet announced to create “at least 150,000 jobs” with the same amount of budget. The number doubled to reach 330,000 last night, according to the announcement.


Officials originally estimated job opportunities between 240,000 and 280,000 could be created in the Feb. 1 meeting. Thanks to ongoing changes to related projects, the Cabinet announced to the public a relatively lower number of 150,000. In the past week, a training project has been drawn up and the public sector also relaxed restriction for more contract workers. Therefore, the government estimates the number of new jobs can soar to 330,000.


Since the “education voucher” policy was severely blasted, the Executive Yuan held a press conference late last night to elaborate government’s efforts and policies to salvage employment. Government spokesman Su Jun-pin (蘇俊賓) said it was necessary for the government to explain its comprehensive economy policies to avoid the impression of being clueless.


The Cabinet named its projects to promote employment, including expansion of public construction, investment, training program, consumption vouchers, tax cut, wage subsidy, further studies or training, and short-term employment plans. A budget totaling NT$715.1 billion over four years will be appropriated, with NT$330 billion for 2009 alone.


In addition to direct job increases, the policies are expected to indirectly create jobs; for example, the consumption vouchers have indirectly released 50,000 jobs. But Su said that the 330,000 jobs do not contain those created indirectly.


As for the training program for university graduates, the participants will be inclusive in the calculation of unemployment rate, said the Council for Economic Planning and Development. The CEPD cleared that the plan was not intended to embellish the unemployment rate, but help out-of-work graduates to receive further training.
