CIER raises Taiwan's 2017 GDP growth forecast

A local thinktank is raising its economic growth forecast.

The Chung-Hua Institution for Economic Research is amending its 2017 GDP
growth prediction on the back of better-than-expected export performance.

CIER is now expecting 2.18 percent growth this year, up from the 2.14 percent
it forecast in July.

The think tank also anticipates that the local economy will grow further in
2018 at 2.20 percent, beating an earlier forecast of 2.15 percent

CIER says that with global demand on the rise on the back of a worldwide
recovery, Taiwan is enjoying higher exports, particularly in the third
quarter of this year.

Stronger-than-expected outbound sales are expected to offset the impact of
lower-than-expected domestic demand for 2017.

Typhoon Lan could become Strong Typhoon

Typhoon Lan could be headed for an upgrade.

The Central Weather Bureau says Lan the typhoon, combined with strong
northeasterly winds, could bring waves 6-to-7 meters high when it reaches
seas near Taiwan.

Typhoon Lan is currently 1-thousand-250-km southeast of Ou-lun-bi at the
islands southernmost tip.

Today, several areas north of Tainan are already seeing strong winds,
especially in eastern Taiwan and on the outlying islands.

Forecasters say the incoming storm is expected to be closest to Taiwan this
Saturday, and is warning the public to stay away from the coastline, and
watch out for rogue waves.

LY To Hold Public Hearings on Typhoon Holidays

Lawmakers are pressing ahead with efforts to legislate typhoon holidays.

Legislators on the Social Welfare and Environmental Hygiene committee have
passed a resolution calling for public hearings on the matter.

The Ministry of Labor has been instructed to hold such hearings within a
month to get public opinions about the idea.

Lawmakers are considering proposals to set out under what conditions typhoon
holidays are declared, and to mandate extra pay for people forced to work
during those times.

Spain Rejects Catalonia Threat

Spain's government has immediately rejected a threat by Catalonia's leader to
explicitly declare independence unless talks are held

Madrid is calling a special Cabinet session for the weekend to activate
measures to take control of the region's semi-autonomous powers.

Catalan president Carles Puigdemont's warning came in a letter to Spanish
Prime Minister Mariano Rajoy just minutes before the expiration of a deadline
set by the central government for him to backtrack on his calls for
secession.

The Cabinet session is expected to activate Article 155 of Spain's 1978
Constitution.

It allows for central authorities to take over the semi-autonomous powers of
any of the country's 17 regions, including Catalonia.

The constitutional law has never been used in the four decades since
democracy was restored at the end of Gen. Francisco Franco's dictatorship.

Spain's government needs to outline what are the exact measures it wants to
apply in Catalonia and submit them for a vote in the Senate.

Britain's opposition Labour Party leader, Jeremy Corbyn, is meeting senior
European Union figures in Brussels to urge progress in Brexit talks

Corbyn is meeting with EU chief negotiator Michel Barnier, European
Parliament President Antonio Tajani and several national leaders.

The Labour Party wants UK Prime Minister Theresa May's Conservative
government to rule out walking away from divorce talks without a deal.

Corbyn says ``a no-deal Brexit would be a bad deal for Britain, threatening
jobs and living standards. It would also harm our European neighbors.''


Police Fire on Kenya Protesters

Police in Kenya have opened fire on protesters.

A witness says police fired rifles and tear gas to disperse demonstrators
preparing to protest police killings of opposition supporters.

The police action came despite a court order earlier this week that removed
the government's ban on demonstrations.

Human rights groups accuse President Uhuru Kenyatta of using the police to
crush dissent.

Rights groups say police killed 67 people in opposition protests in the days
after the August 11 announcement of election results showing that Kenyatta
had won re-election.

Kenyatta's victory was nullified by the Supreme Court in September and a
fresh election is scheduled for Oct. 26.


AI on Poland Rights violations

A human rights groups is accusing the Polish government of violations.

Amnesty International has issued a report alleging that Poland's authorities
have used surveillance, prosecutions and harassment, and even excessive force
in rare cases, against peaceful anti-government protesters since 2016.

The report says that authorities have at times carried out prolonged ID
checks of protesters, depriving them of freedom of movement.

The report also cites the cases of two protesters put under police
surveillance.

While noting that police justified surveillance by saying the protesters'
actions could disturb public order, Amnesty called the measures a violation
of international human rights standards
